Following a Linter error tracking, it was found that the linter
was not excluding the correct files. This commit corrects the typo
in the linter exclusions.

Update the configuration of lint with the templates to match that of the puppetlabs_spec_helper to ensure compliance between the PDK lint runs and the Rake lint runs

(CAT-2056) - add puppet-blacksmith to templates

as we removed the build rake tasks from puppetlabs_spec_helper v8, we
now pull them into spec_helper through a soft dependency on
puppet-blacksmith. As such, we should add the puppet-blacksmith gem so
that users can still avail of rake tasks like module:build.

.gitignore: Add /.vendor/

Revert "(CAT-1887) - remove pinned version of rexml"

In many projects it's common to install gems into .vendor/, not vendor/.
people tend to copy and paste commands from their history. I think it
makes sense to add it to the .gitignore here as well.
