Add support for notes in master plan editor

The data type of the master plans supports taking a note for the whole program and individual notes per course. Adding these notes should be made possible through the master plan editor. The general note can just be a text input among all the other inputs. The individual course notes should be under a popup that appears when a course is clicked in the semester plan overview.
